There is flexibility for using your authority’s own definitions in the model.

One way of generating an indicator of whether or not each child has emotional or behavioural difficulties is to import their scores on the Strengths and Difficulties Questionnaire (SDQ). The Cost Calculator then classifies children whose SDQ score is 17 or more as having emotional or behavioural difficulties.
